The Digital Cooperation Organization (DCO) is an international organization aiming to achieve social prosperity and growth of the digital economy by unifying efforts to advance digital transformation and promote common interests.

Key responsibilities

  • Lead initiatives related to digital skills and human capital mobility, including but not limited to:
    • Establishment of workforce mobility platform to mitigate oversupply and undersupply of human capital with digital or ICT skills across the DCO member states (DCO ICT Workforce Mobility Platform)
    • Development of studies and policies to facilitate digital / ICT workforce mobility across DCO member states
    • Development of observatory focused on digital empowerment of women, youth and entrepreneurs through monitoring, empowerment plans, and policy advocacy (DCO Observatory for Digital Empowerment) - only in case of relevant experience and capabilities
  • Collaborate with Project Managers and Digital Space Accelerators – representatives of member states and other stakeholders – while executing initiatives
  • Coordinate the development of deliverable documents towards implementing initiatives
  • Provide expert opinions and advice to the DCO Secretariat on digital / ICT skills and digital inclusion topics

Key capability requirements

  • 10+ years of professional experience with human capital development with focus on digital / ICT skills
  • 5+ years of professional experience with international teams and a variety of stakeholders
  • Regular publications and/or conference speaking in the area of digital upskilling
  • Bachelor’s degree from an accredited institution, preferably in public policy or digital-related area; Master’s degree is of advantage
  • Excellent leadership, collaborative, analytical and communication skills
  • Professional experience in developing international indices or awards is of advantage
  • Professional experience with women or youth empowerment is of advantage
