The Digital Cooperation Organization (DCO) is an international organization aiming to achieve social prosperity and growth of the digital economy by unifying efforts to advance digital transformation and promote common interests.

Key responsibilities

  • Lead initiatives related to cross-border data flows, data privacy and data pooling, including but not limited to:
    • Establishment of center of excellence focused on enhancing cross-border data flows through conducting research, knowledge sharing, policy advocacy, facilitation, trainings, and consultations (DCO Center of Excellence for Data Flows)
    • Establishment of central data bank / database that can be used for accelerating innovation (DCO Data Bank)
    • Development of studies, white papers and policies related to data flows and data pooling
    • Development of digital economy maturity index / ranking of countries (DCO Digital Economy Maturity Index) - only in case of relevant experience & capabilities
  • Collaborate with Project Managers and Digital Space Accelerators – representatives of member states and other stakeholders – while executing initiatives
  • Coordinate the development of deliverable documents towards implementing initiatives
  • Develop position statements on data governance related topics and represent Secretariat perspective on the data governance related topics
  • Provide expert opinions and advice to the DCO Secretariat on data governance topics

Key capability requirements

  • 10+ years of professional experience in digital economy or trade public policy development
  • 5+ years of professional experience in cross-border data flows
  • 5+ years of professional experience with international teams and a variety of stakeholders
  • Bachelor’s degree from an accredited institution, preferably in public policy, law or digital-related area; Master’s degree is of advantage
  • Excellent leadership, collaborative, analytical and communication skills
